Caregivers from abroad provide essential support to Canadian families, significantly improving the lives of children, seniors, and individuals with disabilities. With the Home Child Care Provider Pilot and the Home Support Worker Pilot concluding later this month, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, has announced the introduction of new, enhanced caregiver pilot programs. These initiatives are designed to facilitate the continued arrival of caregivers in Canada and are intended to become permanent programs.

The new pilot programs will grant home care workers permanent residence (PR) status upon their arrival in Canada. They will also be authorized to work for organizations that offer temporary or part-time care to individuals who are semi-independent or recovering from injury or illness. This new pathway ensures that caregivers can secure appropriate employment with dependable employers and have direct and straightforward access to permanent resident status as soon as they arrive in Canada.

To be eligible for these new pilot programs, candidates interested in working in Canada’s home care sector must meet the following criteria:

• Achieve a minimum level 4 on the Canadian Language Benchmarks (CLB)

• Possess the equivalent of a Canadian high school diploma

• Have recent and relevant work experience

• Receive a full-time job offer in home care

These new PR-on-arrival pilot programs represent a significant advancement in Canada’s efforts to address the evolving home care needs of its diverse population.
